You need a Marriage License and someone to perform the ceremony who is authorized. No, you do NOT need a blood test. What'r they gonna do, say you can't get married because you have bad blood?

If it is the same as when I got married over 20 yrs ago, you also need a blood test.

A marriage certificate form your county courthouse; and someone who has the authority to perform the marriage. All else is window dressing.

You used to need a blood test, they said they were typing your blood but they were actually testing for syphilis (although maybe they typed your blood as well). This may have been a state requirement so it's possible, albeit unlikely that it is still required in some places. No place that I know of, though.

Call your city clerk/courthouse and they will let you know what you need to do. It does vary in different areas (like the type of ID you need, the length of waiting period, etc. ) .
