It's either due to flea allergies or food allergies most likely. Fleas you can check for - look for the little black specks of flea poop around his tail/hip area and around the neck in the fur. Highly sensitive dogs can react like this even with only one flea bite.
If it's food allergies - adding some raw ground beef or raw ground turkey or chicken helps a lot, something about the fat to meat content. It can help tone things down somewhat. Most dogs with food allergies react to the corn, by-products or specific other ingredients.
