Yes, and... ...it's normal for any intact (and some neutered) male dog(s) to mount ANYTHING, your hand/leg/arm, a cat, another male dog, a very young dog, its littermate, a spayed female, a female in heat, a pregnant female, your sofa, a stuffed toy...etc, etc, etc... The reason is that mounting isn't always a sexual thing; it's also a way to show "dominance. " It can become a thing of habit, if the dog isn't guided/taught that it is inappropriate. It is also just "fun" to do.
