Your male dog is most likely trying to express dominance towards your female dog. That in itself isn't necessarily a bad thing -- as long as it isn't accompanied by aggression. Although, once, with a female dog that was not spayed he actually "got it up" or, maybe "out" is the better word. It was actually a little disturbing to see that part of my dog! I think it disturbed him too, he ran upstairs and hid and then was very submissive and shy for a while afterward.

Maybe next time he does it you should make him lay down Caesar-style so he submits to you and the female.
