Is it normal for to blue heeler puppies to star playing and end up fighting with one another?

What you may perceive as attacking or fighting, is most likely just puppy play. Puppies, actually all dogs, play rough. Blue heelers are meant to be herding dogs so it is very natural for them to nip at each other's feet and attempt to herd each other.

You should be concerned when aggressive growling is involved in the play or the actually cause physical injury to each other.
