Is swelling normal after getting a dog neutered?

Ricky went in at 7 am yesterday after a fun early morning of running and peeing on every thing. (I wanted to kinda make it up to him before he got snipped) We picked him up at 5 yesterday took him home where he slept and recuperated the rest of the night. I got up at 4;30am as usual and thought to put some triple antibiotic ointment on his owie.

When I gently rolled him over his "bag" that should be empty now is swollen to the size of a testicle. Is this normal. I only bother to ask rather than taking him down there because I don't want to traumatize him any more than necessary.

And I know taking him back there the day after he would panic and be really afraid. Id rather not put him through that, Right now some of the swelling has gone down (he's here at work with me) but im still worried. I will take him tho if I have to.
