Obviously, there is a huge difference. To lie means to tell something which is false or wrong, which can harm other if spoken for someone in a bad way. It is something which is wrong and cannot be right.
Whereas not to tell the truth means not disclosing a fact, but not doing something which can be morally or legally wrong and no one can compel you to say the truth, though it is not a good thing but it is not very wrong...like if you wanna stay out of trouble or something like that is an issue.
There is a difference, if you lie it means you have actually said something which is false. To not tell the truth simply means you either lied, or said nothing, because if someone asks you something and you say NOTHING, then you are not telling the truth nor are you lying.
