I asked Jeff Hoard privately a few months ago why this was and this is what he told me...rephrased. No.. it is sadly not a glitch.. if a question and its answer(s) do not get voted on at all within 3 days then the question is automatically closed with a finding of No Best Answer. I had this happen to me several times and it keeps happening.
There are lots and lots of questions with good answers that do not get votes at all and therefore never get a best answer despite there being at least one answer that would certainly qualify as the best answer. We need to have mandatory voting or... complete undecided voting reform.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
