Because Jesus is the one who casts Satan from Heaven, down to the vicinity of the earth, after God gives him authority in Heaven as king of the Kingdom. Since Jesus is the one who spoke about Satan being fallen and Jesus had not yet returned to Heaven, then it stands to reason that Satan was still residing in Heaven when Jesus spoke those words.
