The new PCs come with the restore files already installed on the hard drive on a hidden partition. You can create and burn physical restore discs if you want to. And while you might think its Microsoft's problem, it is in fact the PC manufacturer's fault.
Microsoft just licenses the company to install Windows on their PCs. Microsoft would have provided a single copy of the OS as they have been doing with System Intgrators(SI) for the last 15 yrs. SIs then install that copy of the OS and any other software and then clones the heck out of it.
If your looking for a disk, most manufactures have been cheaping out. There is probably a recovery partition on your hard disk. To use it, access the boot menu and select the windows recovery utility.
As for the price of windows, I don't know why they've jacked it up so high. They are probably just getting away with it right now as enough people are buying windows anyways. There's also the fact that most programs and games are designed for Windows.
The one strange thing is that Windows has no place where they are the forced option for an OS. Any computer that can run windows can run Linux and a host of other free options.
