An external hard drive will not increase your system performance in any manner, it will just allow more things to be saved. You can only increase performace by 1) increasing the CPU 2) increasing the RAM or 3) having less running at any given time, since each program has a CPU and RAM footprint. You can try tweaking the paging space, which is disk space that is used to swap out memory from RAM when multitasking or multithreading is happening.
Assuming this is a Windoze machine, open your task manager and sort by CPU and see what's sucking up the CPU, and then also sort by RAM usage and see what's going on there. I also assume you have an antivirus running with apaid subscription. You also havn't given us any system information, so it'll be a little harder to come up with suggestions.
Try this also with no other programs running - you may be able to spot a virus or something going on there. Lastly, if you have a serach bar from google or wherever, unistall it and see if that helps. This should only be an issue if you're having problems with IE.

No Adding an external hard drive is very unlikely to speed up your computer. I would suggest doing the following: Go into Settings/Control Panel/Administrative Tools/Services and change every unnecessary/unused service to either "manual" or "disabled". I'd suggest Windows XP Pro Services tweaking guide (based on Black Vipers guide but I find it easier to use than BV) or Bill Z Bubbas guide (some things are particular to running City of Heroes well but most of it is a good general tweaking guide).
Take a look at all programs running at startup on your computer. There are probably many that can be disabled. I would suggest installing Spybot as it has a very good utility found under Tools/System Startup (you can disable anything not critical to your system).
If you are using real-time anti-virus or anti-spyware protection, consider disabling it. If you are a little careful with what you download and install, a weekly scan is more than enough and any real-time protection will use up quite a bit of system resources. Basically, the more you have running on your computer (even if you didn't know it was running), the slower your computer will get.

An external hard drive not the answer! An external hard drive will not make your computer run faster. It may be useful if your main hard drive is full, or has very little space left on it.
Download and run "Super Anti Spyware", "CCleaner" and "Spybot". You can also try "Auslogics disk defragmenter", all of the above are free. Once you computer is debugged and defragged it will probably run a lot better.

Another program that I find useful is “MemTurbo”, which will defragment your ram, and configure some setting in Windows to get better performance though I think I paid a fee for that. If you are running McAfee security suite or some thing similar you will get a big boast by dropping it and running Avira or AVG free anti virus programs. Both programs work great and are very popular.

Check check it for viruses and malware. More hard disk space will not help. Check the list of startup items using "MSCONFIG" and turn off any you don't really need.
Turn off any duplicate virus or e-mail checkers, two of them can fight and slow things down to a crawl. Turn off any Norton product if you can.
