Call your local Animal Control; if they won't come get the cat (sometimes they will only come if you catch the cat first), then call your local animal shelter. If they can't, or won't, help you, then look for a cat rescue organization in your area. If that fails, or if you can't find one, call your local emergency animal clinic, or a regular veterinarian and ask if they know of a cat rescue organization.
One thing is for sure, the mother cat is at risk, the dangling baby is deceased, and the remaining babies are either dead or in peril. The cat needs help. Be sure that you tell everyone you talk to how long she's been like this, and that she appears very ill.
You have to incite expediency. I've given you a chain of options because after years of trying to help animals I find that animal control and shelters are sometimes less than helpful in many cases. They are not entirely to blame, however as they are notoriously overburdened, understaffed, and underfunded.

The kitten has probably died by now, but the rest might be ok if they are not in the birth canal... if she has lost them all this will set up infection in the mother since she cannot pass them. You can take responsibility for the cat if you intend to keep it... but please call asap, she needs help!
