My keyboard stopped working on my desktop, can I use my laptop to access my desktop tower?

Not easily. You can't just plug the laptop into the tower and expect it to work - your laptop has no control over the operating system of the desktop. You can install a VNC (Virtual network connection) - I personally use one called TightVNC - you install the VNC server on the desktop, configure the router to send messages to the VNC.

Then install the VNC client on the laptop, and you will have full control of the desktop remotely. The problem, of course, is that you need a keyboard to install the VNC in the first place. Or you could go to wal-mart and buy a new keyboard for about $10.00 .
