He's 4 years old. He doesn't get to decide what you can and can't do. To say he won't "let" you do something is ridiculous.

If you're talking about after he has a bowel movement then stand him up, have him put his head between your legs with his arms around your knees which will give you an opportunity to wipe him clean and he won't worry about falling into or off the potty.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
