There sounds like a short on the line... but not a dead short... this is more than likely water in the cable (or possibly at the NID) if it is dry enough for you outside on the side of your house you should find a gray box that says something like Network Interface Device on it... open this box with a screwdriver, and plug a corded phone directly into the jack here... if you hear dial tone than the problem is inside - either a defective phone, or water damaged jack - if there is no dial tone here then the trouble is outside and you need to call your local telephone service provider to come out and make the repairs (if there are multiple lines working at this house, you may need to dial 1-800-444-4444 to ensure that you are connected to the right dial tone).
There is either a problem with your phone, or with the wiring. The cheapest thing to do is buy a $10 phone, and plug it in, and if it works, then you know it was the phone. If it's not the phone, then look through your phone bill - a lot of times, people pay a small fee to guarantee the wiring in their house, and don't even know it.
If you have this, then call the phone company and have them come fix it.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
