First you need to call the police so they can come out and make a report. They will probably want to contact the owners of the other dogs. In my area the police contact animal control themselves.
It could be different in your area, but if so the police can tell you. Then you get a copy of the police report, and a copy of the vet bills. Take them to Magistrate court and file a law suit.
That's how it works where I live. The police should be able to tell you if it is different where you live. I hope your dog will be OK.

If your 100% sure they were pitbulls then you need to call animal control. I'm not sure what the laws are in your area but in mine if you want to own a pitbull you have to have it on a leash at all times outside. Let them pick up the dogs because they are obviously dangerous.
If the dogs are chipped then that will tell them the owners. If not, then I'm sure the owners will notice their dogs missing sooner or later. If the owners are found then you can look into making them pay the vet bill.
If they are careless enough to let their dogs roam like that then you might have to get into some legal action. However, its not uncommon for people to abandon their pitbulls because they don't want to pay for the special licenses so the dogs might be stray so you might be stuck with the bill anyways. Hope your dog gets better soon!

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
