If that is the case, the landlord has nothing to do with this. You can sue the neighbor, but not her landlord. Doing nonsense like contacting CPS will do nothing, they have no cause to act unless the dog attacks the CHILD.
That really is nonsense, it will do nothing but inflame the issue. Ditto for trying to have the woman evicted.
Definitely take her to court. If your dog was on a leash and hers was not, you should have no problem getting your money. CALL ANIMAL CONTROL and report this incident.
It could have easily been a child that was attacked. We just had one near my home. A five-year-old was attacked and had to undergo major surgery on his face.
He will be scarred for life. If that dog had grabbed his neck, he'd be dead. DO NOT LET THIS GO.
