As far as I know, Reagan wanted to start an arms race with the Soviet Union, because he saw that the Soviet economy was near a collapse. And when he started spending money on defense, so did the Soviets, they didn't wanna be left behind. But since the Soviet economy was so weak, it collapsed.

The result: Reagan ended the Cold War.
