It is legal to have a pet bat. Hence, Animal control won't be of any use. Since, you are concerned about the kid hence, you can call child safety or kid abuse society.

But before doing that you shall first check whether the kid loves the bat. As far as carrying rabies is no concern because pet bats are given medicine.
