It won't be enough, plus 'foreign aid' is a political budget, it buys things like Oil-Rights, and Trade-Favors, so don't think Cameron is even a little interested in putting PEOPLE over EXPORT-INCOME(the best kind because you don't have to pay taxes over it). Secondly this type of '3-Card Monte'(shifting small budgets from side-2-side) is exactly how Cameron wants you to think, because it means you settled for scraps. The Government needs to invest in their own version of the Dutch Delta Works, this problem has been the worst ever for 10 out of the last 15 years, so it's structural, and until Cameron comes up with a Structural-Solution, not the 'symbolic minimal' this will keep happening.
I cant really gove you an answer, but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
