You probably do that already. The temperature you set depends on your comfort level. You don't need a "constant" temperature, but you need that heat for reasons A.H. gave you.
Don't turn it off at night, when it's the coldest, just turn it down. My cold bones need at least 69 overnight in the cold months, but I'm in the mid-west and winter can be crazy cold! If you haven't already done so, do insulate upstairs if that's in your budget.
Can you use a flat-paenl space heater to supplement the heat upstairs? Of course, use that only when you're home. Can you install a small "fan" or blower to get the warm air really moving into the upstairs locations you want it most?

It's best to keep some heat on so the pipes don't freeze. Turn the downstairs thermostat down to 55 or so. It doesn't take all that much heat to heat the downstairs, and unless you have fabulous ceiling insulation and tight doors, most of that heat will migrate upstairs anyway.
