Since the adoptive parents have ALL the legal rights of parents after the adoption, they can decide to discontinue any relationship with the birth parents. In virtually very state, the adoptive parents have the force of law on their side. If you are contemplating open adoption, you could look for a state that might enforce your contract.
Another and better option is to look for adoptive parents who have already done an open adoption, and who have honored their agreement with those birth parents.
