I think perhaps she is not telling the truth. I was unable to find any proff of this law. And if she is simply stating it is a "rule" - that is in no way legally inforceable.

Annonymously contact the Labor Relations Board or a similar organization online and ask if outside help can be obtained for all the employees without singaling out just one. Don't give your name or personal info and use a library computer.

I have heard of employers doing this before. It is to prevent people from coming in late. This may be due to the system they use, for it is difficult for everyone to clock in at 9 am and 0 seconds.

The computer system they use may deem 9 am and 15 seconds as late and auto dock you 15 minutes.
