Before you medicate..... Just be aware that most of the cold medicines are NOT for babies that young. You can ask the doctor and he may prescribe a decongestant or give you the safe dosage for your child's age and weight. They do have the baby cold rub, which is like vick's vapor rub, and that would be safe to use on a baby that age assuming his skin is not too sensitive to handle it.In my opinion what works the best and is safest would be to use saline, but make sure its PURE saline, you can even make it yourself by boiling salt water, just make sure to cool it before using it.
A few drops in each nostril, wait about 20 seconds and then suction them out with a nasal aspirator. With our daughter I bought "Simply Saline" which is in a spray form and is available at the drugstore, gave her a squirt in each nostril then suctioned and it really helped. She also loved the salty taste so it wasn't like torture for her.
You can also try a warm bath with steam. I would run the water in the shower as hot as possible to steam up the bathroom then I would bring her baby tub into the bathroom so the steam could help loosen the congestion in her nose while she was getting a bath. We also had those plug in vapor things for children.
But between all of these...The prescription of course got rid of the congestion(but my daughter was over 12 months when she was given it) but I think the saline works the best out of everything and it is safe to use because it is just salt water which is natural to the body. Good luck. I am sorry to hear your little one has a cold, I hope he feels better soon.
TheMan's Recommendations This is the simply Saline spray, baby cold rub, and Vapor plug ins that I have used. I would definitely suggest the saline first than the baby cold rub and maybe the plug ins for overnight. The dreaded bulb suction..... For my first three kids I pretty much tossed the blue bulb suction they gave me. Number four was a preemie so I got the advantage of spending alot of time with the NICU nurses and learning some of their tricks. First, its not enough just to suction with the bulb.
Buy some saline drops and give him a few in each nostril (for us this was a two-parent event -- one to hold and one to do the dropping). Next, wait about 20-30 seconds for the drops to settle in, and THEN suction. There are also some higher quality nasal aspirators out there.
We were advised to buy one and ended up with this one.... breastmilk.com/bebesounds_nasalclear.htm It was better than the plastic bulb, but I'm not entirely sure it was worth the money.... The next thing I was told is to try the baby version of Vicks vapor rub. I would put a little on my finger under his nose and on his sinuses. The vapor action really did seem to help a little.
And if nothing else, the camphor smell is comforting. Finally, using a good humidifier really does help, especially at night in a closed room. Make sure you clean it regularly and it can be a life-saver for dealing with colds at nighttime.

To clear the blocked nose, you should use a nasal aspirator Our two children have had a lot of trouble with colds and blocked noses. As they are unable to clear it themselves, we used a nasal aspirator to suck the mucus out. Aspirator... saline... etc. I used to use saline (salt solution) you can buy in a drug store designed to loosen up the stuff and then a bulb aspirator to suck it out. Then also lay baby on their back to sleep and raise their chest and head some... seems humans breath easier if their chest and head are elevated some..
