Mug" is a street-slang term that I am guessing probably arose from the arrival of the Irish in the northeastern USA. Mug was a reference to face or look of person..."you sure got an ugly mug, pal" is a good example. So, the police more or less picked up the term from the streets and it stuck.WB.

A mugshot is a booking photograph taken during investigation.It isn't an accusation nor an admission. Regardless of case resolution, the arrest (or other incident with the law) has happened, and a booking photograph was taken.
