I guess it should depend on what country you are from or where do you want to study. If you meant in North America then University of British Columbia (botany.ubc.ca/index.php), University of California, Riverside (plantbiology.ucr.edu/) and University of Wisconsin- Madison (botany.wisc.edu/) are very good schools for botany. Or if you just want to narrow your search by state then you may also search in Google for the best schools in botany plus the state.

Here in our country, there are no particular best botany schools but you can trust the ones that are on the list of top schools because they have above standard education, I think so.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
