6am - 10am and / or 6pm - 10pm That's what I learned when we were stationed in Northern California. We had special days when we could water our lawn and certain times (those listed above). Its best to water your lawn in the late afternoon or evening. The reason to water after the sun goes down is two fold, first, the water will not evaporate into the air nearly as fast and will stay moist in the soil as apposed to the daytime hours when there is sun and much warmer temperatures, second, there is more of the chance for the grass to burn (so I was told) when you water in full sunlight.
