The standard answer that Big Bang theorists will tell you as that the universe is expanding relative to itself, but there is nothing outside the universe for it to be expanding into. In other words, since space and time do not exist apart from the universe, there is no "outside". There is another theory, however, that is not a replacement to the Big Bang, but a modification of it.
The "brane concept" says that our universe is an collision between two higher-dimensional membranes, creating the universe we see. It's actually expanding into a higher-dimensional universe. There is no way to test this, however.It just attempts to explain some mysteries, such as the origin of the universe, or why gravity is such a weak force.
It also includes a concept for understanding dark matter. It is actually matter in a separate universe that has a gravitational effect on ours.
The universe is not expanding into anything; it is everything. Space is not empty, but has a fabric. This fabric is what something rotates in, even without anything else.

It's not expanding "into" anything, the universe is finite but unbounded. There are no edges. There is no "outside" the universe.
