The best time of year to visit Philadelphia, PA would depend on the person and what they were looking for in their visit to the City of Brotherly Love. Winter would definitely be the cheapest time. Crowds would be less abundant at the historic sites and parks in town also.
Many people come for the annual Mummers parade on New Years Day. The city can definitely be rather cold and moist though so the proper cold weather clothing will be needed. Summers can be very hot and humid at times but are also the most popular time for tourists.
