There is a difference between shame and guilt. It is important that you are able to distinguish between the two. If you feel guilt, then you can identify the behavior that is causing the guilt and stop the behavior; once you have done this, you can expect the guilt to go away.
Of course, if the behavior involves an abuse of power, exploitation, or emotional, physical, or sexual mistreatment of someone else, then these destructive behaviors should clearly be stopped. These behaviors should naturally generate guilt in the perpetrator.
