There are several reasons why you may only get 60 out of it, primarily it may be that your provider is throtling your torrent traffic. Most monitor their networks and will limit if not block torrents so slow you will feel like not doing them. So if you are not using a VPN to download my first guess is that your being restricted.

The alternative is in the software, the torrent client might have a set limit in the download settings so try that first.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
