You can be a director right now, of your own projects. If you're not doing that, film school will be hard to get into here, there or anywhere - they want to see people actively creating even with limited resources. You don't start with direction though - that's something most people work up to after work on film either in acting or background rules.
Direction is a huge job - you can't just walk in and start, in Japan or anywhere else. Japan has other issues on that of course - while a wonderful place, it is quite xenophobic and sexist. They're not going to take kindly to foreigners making Japanese films easily, and a woman being in charge will also make a lot of people uncomfortable.
Both are slowly changing but slowly. And of course, you'd need to be perfectly fluent in Japanese, which is not easy to do. If you haven't even started that, start that to see how challenging it is.
You need a 10 year professional film portfolio to be considered for any paying film work. Start working on connections through professional networking.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
