When God promises Noah He will never send another flood is God admitting He made a mistake?

He messed up with his metric / imperial measures when he ordered some more sea for the earth. Took God ages to sort it all out with all the phone lines and internet down during the flood.

God thought He made a mistake and as a promise never to do this again, He gave us pretty rainbows when it rains to remind us He will never flood the world. Of course in the fine print, He left regional floods on the table.
