Personally, I'd would try to get a unlocked iPhone 3GS. If you can't find one on a deal, and will have to go with a contract, there are a few things I'd consider. *The area you live in: Where I live, we still don't even get 3G network.
What would I do with a 4G phone? I don't expect to be getting it anytime soon. I don't feel that the features on the 4G, like a bit of a better camera and FaceTime is worth the extra money.
*How long will the contract be for? If you can get a short term contract and get the phone for a cheap price, then go for the 3GS. By the time the contract is over with, the iPhone 4 will be cheaper.
