Winter tires are good for snow and slush, OK on ice, while ice radials are usually studded tires which are illegal in some states because they tear up the road. But they work if you're in a state that allows them and has a lot of ice.

In Maryland most of the driving is on slush and not ice, so I got the best Michelin rain tires I could find. If ti is all ice, I stay at home.
DZ is right, and in addition the studded tires only work better when you are on ice. They tend to keep the rubber off the road on bare pavement during road speed braking. You have to decide what type surface you will have most of the time.
Here in VT they clean the roads very well and I've opted to not have studs.
The Ice radials I got are not studded. I live in Toronto. Roads get well clear here as well.

Sorry about that. I never heard of an ice radial tire, so assumed the studded kind. It is still about type of tread, and then the width of the tread vs the surface.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
