Why do blogs start off at the number fifty but then, shortly after they go down to 49?

New hubs that are started but not published usually lose a point or two per day that they remain unpublished. If they are published but don't get any traffic the score might also go down. I'm not sure how voting works, but I would imagine hubs that are voted down would drop in score as well.
