Why do some sister sites have Facebook and Twitter login while some don't?

I would say that since each site's domain is different, the same facebook connect code cannot be used for multiple sites. Facebook might also require them to verify before allowing the connect button to work. Since many users use facebook/twitter logins, they might make them later.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
