Why does Japanese cuisine have a lot of raw food?

Fish plays a primary role in Japanese cuisine. One of the reasons was religion and the decrees that followed those religious ones. Emperor Temmu in A.D.675 banned consuming dogs, monkeys, horses, chickens and cattle.

Now, regarding sashimi, which is a delicacy in Japan. Sashimi is freshly sliced seafood and is often, raw fish. It is eaten with soy sauce mixed with ponzu (ginger) and wasabi.

Sashim and Sushi are two different Japanese dishes. Traditional sushi is made with rice that contains vinegar and wrapped in Makizushi (seaweed). Sushi usually has other ingredients on top and inside the roll.

Some sushi rolls have slices of raw fish, as a topping on the sushi roll. You can also have a bowl of toppings and sushi rice called Chirashizushi.
