A legal marriage is a lot harder to end if something goes wrong than a live-in relationship.

Some people don't see marriage as a neccessity. If they're both happy living together that way, they both may just want to keep it that way. I've known couples who live together and don't make plans to get married until the time comes where they want to have children together, then they may decide to marry.

Others are happy to go on living together without having a Marriage Ceremony.

Living together and marriage are not same. Marriage demands commitments and adjustments of a much higher degree than living together. That is why it is often hit by commitment phobia.
