The standard way to do this with AVI files is to write out a zero-size video frame for each skipped sample.
The page you linked to has information about setting variable frame rates, under "Copy a clip from video and sound", but that doesn't give any information about associating time codes with frames.
I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
