Are there states where a 16-year-old girl can marry a 17-year-old boy without parental consent?

There are a few states that allow minors to marry when special circumstances exist. However, some of these states still require the minors to receive permissin from a district or superior court. Minors who leave the state of residency to avoid abiding by the existing laws will not be allowed to marry in any other state unless they receive approval from the court of jurisdiction.
