Can a bad radiator cap cause the heat not to work properly?

No. The heat not working properly can be caused by a bad thermostat. A cap just pressurizes the system and increases the boiling point.

Thermostat is really the cause. Or a blocked heater core.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
