I have a 4 mbps plan, but my download speed is only 480 kbps(max). Why is this?

Thats pretty slow but you probably will be able to play just not super mlg swag 60fps no lag at all so yes you can play :D.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
