A slight variation.... "This is a question. " is a statement, rather than a question and so it doesn't really require an answer any more than "This is Monday. " If there's some subtlety here and this is some brilliantly clever riddle then I apologise for wasting your time, but I'll deviate slightly because this is very close to an apocryphal philosophy exam question.

Supposedly, a three hour essay exam was once set in a university which shall remain nameless (not least of which because these aprocryphal events are very rarely quite true and it's hardly fair to name them without being sure it's true), and had a single question: Q1. Is this a question? To which the answer, which supposedly attained very high marks in spite of its brevity was "If this is an answer."

That's probably at least close to what you're after.....

It is if you put a question mark behind it. Let's say I want you to bring me something. I say "Hand me that wrench."

You say, "This? " while pointing at one. Then this is a question.

Other than that, I can't see how this is a question. Oh, wait, how about if I read what you wrote, and say "This is a question? " So I guess the answer is YES.

1 Sounds intriguing. It could be several things. With emphasis on "This"....Sounds very zen.

However, were I to have to respond, I would simply say, "THIS is an answer"....
