If a criminal hands himself into to the police after commiting a crime, does he get the reward money?

It's the duty of a person to report a murderer, although they do offer rewards in many cases anyhow. Paying people to report drunk drivers creates an extreme risk that a person will ply someone with disguised alcohol to be able to report him and claim all that money, yes there really are people that stupid, a lot of them as well.
