In a given US state, there are about 90 billion different combinations for license plate?

If we liberally estimate the US population at 500,000,000 (it's actually a touch over 300,000,000), assume that there are only 90 billion numbers are for all 50 states total rather than 90 billion for each, and conservatively estimate the life span of a car as 5 years, then the supply of numbers would last us 900 years with no recycling. I think that's probably not something to lose sleep over just now.

Good question. I do believe when someone UNregisters a car, and does not use the number. It then goes back into the system as "up for grabs".

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
