The postal addresses in NYC predate the unification of NYC in 1898, after which NYC resembled the city as wen currently know it. There is a good reason for this - many street names in the different boroughs are exactly the same as street names in Manhattan, causing there to be many identical addresses. S you always need to know which borough you are talking about when you write an address.
For example: do you mean 1 Fulton Street, Brooklyn or 1 Fulton Street, Manhattan? Do you mean 1 5th Avenue, Brooklyn or 1 5th Avenue, Manhattan. Since Manhattan was where the original City of New York was, it gets to keep NY as the city name in postal addresses.
New York is unique in that the city is larger than the county. Address protocol names the county, then the state. Manhattan is New York County so those places are all in New York, NY.
Send something to Brooklyn and you will send it to Brooklyn, NY, etc. Queens is an exception because some weird allowance is made to use the area name, then the state. Also, the county names aren't really used as Brooklyn is Kings County and Staten Island is Richmond County. I would imagine either one would work, though.
