My bird already has feathers and hell let me rub him or touch and thats it, sometimes he bites?

I answer to this is very hard because there a few different things that could be causing this problem. How old is this baby? Has it had it's molt yet?

Are there pin feathers where you are trying to touch? The pin feathers are sometimes sentitive durning the molting time. Look to see if it looks like a tooth pick where you are touching.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest.
