There is no federal statute that prevents someone from opening mail not addressed to him/her once it has been delivered by the Postal Service. If someone takes something that was in the mail, they might violate a state law against stealing. Contact the police non-emergency number, and explain what happened.
They will make contact with the person who is suspected to have received the package.
Go to the Post office and talk to his Manager or Supervisor. Explain situation, get a written notice from boyfriend on convo with mailman. He will have to explain himself first.
He will have to repay you and get a warning from Management ( if he is not a regular Employee ) he could get fired. Plus him trying to bribe could cost his job. If he made a mistake he needs to UNDO this mistake.
