Should I attend an Art College to become a Professional Artist?

You need to go to college, taking art classes and take a business class or two to learn to market yourself. It's very tough to be an artist, you need to better define what you want to do. COmisssion work, doing what you want and seeling it, media art, etc. You can visit local galleries and see if you can get some shows to get yourself out htere.

There won't work with you if you are not 18.

I cant really gove you an answer,but what I can give you is a way to a solution, that is you have to find the anglde that you relate to or peaks your interest. A good paper is one that people get drawn into because it reaches them ln some way.As for me WW11 to me, I think of the holocaust and the effect it had on the survivors, their families and those who stood by and did nothing until it was too late.
